Photos are kept for 30 days after the event closes on the free tier. The paid plan gives extended access.

Can I set this up on behalf of the family?

Yes. You don't need to be the family member to create the event. Whoever sets it up just shares the link with those they want to contribute.

Is the album truly private?

Yes. It's not listed anywhere publicly. Only people you share the link with can access it.
